Web Based Video Chat
There are many ways to do video chats like installing your favorite IM client and start a video call but what if you are not on your home computer and want to do a video chat with your friend or even a anonymous person (if bored). Try TokBox, it's a great online web based video chat service which lets you do video calls for free.
You can start video conferences, see missed calls from your friends or anonymous people and much more. For example, if someone is not online, you can even send them a video mail which they can view when they get back.

You can easily set up your account details, send yourself a test video call message to check your mic/cam settings etc. There is also an option of creating a video call and posting it in their public section which can help you spread a word or advertise your message to everyone.
